...any chance Ebay listens to the frustration of its sellers and makes some changes when it comes to holding money for returns. Why hold sellers money that had nothing to do with a return item. That money is now tied up for two to three weeks. Those of us who are smaller sellers rely on a daily influx of sales money to keep the wheels moving. Ebay has our backup payment method so why not just access that after we receive our item back and have a chance to inspect it. Very frustrating.

eBay is going to protect themselves first, thus holding funds they have in their hands rather than taking a chance on funds that they might not have access to.
Now be prepared for the other twist. From all I've heard and read here, when you issue the refund, eBay will take the money from your available funds or your checking account, NOT THE HELD money. Then, once the refund is paid to the buyer, they will release the held funds. Plus, the released fund transfer won't be instantaneous. It could take several days to reach you.
