Open forum on the Managed Payment Mandate.
Paypal took 1.5% for their services, how much will Ebay take(on top of their 10%)?
How do sellers feel about this change?
What is the deadline for compliance?
Why the need for this change?
As for me I will use the existing system for as long as possible. I will quit listing for a while then modestly step back in.

For most transactions the total Final Value fees will be 12.35% + 30 cents per order for Managed Payment. That is Less than the total fees one pays when the eBay FVF fees are 10% plus the PayPal fees of 2.9%+30 cents.
Yes PayPal required an SSN back in 2008 when I first joined eBay and my PayPal debit card was linked to a checking account. My guess they also required it before 2008.

Another NEW fees is so called "International fee" or something like that. 1.6%
I read someone said even if sellers who do NOT ship/sell overseas will have to pay this fee, not sure it is true or not

But Paypal ONLY charge 2.9% fee on tax, ebay will charge 12% or so on Tax. Depends on the sale value and tax rate, this could cost A lot MORE for sellers!
let's say, selling $500 item on 10% tax, that $50 tax will subject $4.72 HIGH fee! (6.17 in ebay managed system vs. 1.45 on Paypal) .

It is not a "NEW" fee. (new to eBay, but not new to the funds processor)
PP charged an additional 1.5% for international payments on top of the 2.9%.
For me with MP the additional is 1.65% added to the 12.35%
You will pay the higher fee based on the buyers payment, not where it ships to.
If an international buyer makes a payment, and has the item shipped to a Freight Forwarder, or to a friend/relative in the USA, and pays with a non-us account payment the higher fee will apply.

In your example MP would be a total of $2.02 higher.
Most tax rates are lower than 10%, so your example is on the extreme side.

Except for "new sellers" subject to "funds holds", eBay does not require that.
eBay requires the seller to ship within their listed handling time(or get dinged)
The seller sets the handling time. Some sellers choose to extend their handling time to wait for the funds to arrive.

I JUST STARTED WITH THIS NEW THING WITH EBAY I GOT A NEW BANK ACCOUNT AND SO FAR I SHIPPED 2 ITEMS BECAUSE THEY WAS SAID TO BE PAID FOR.I AM NOT GETTING ANYTHING IN MY BANK ACCOUNT.

we all need to get together to fight managed payments so that we will have our choices back to use paypal if we wish to.
I went to the attorney general of california because this is where ebay is based , and i filed a complaint against ebay for forcing us to give access to our bank accounts and not giving us the choice of how to receive payments , he indicated that if he finds this is a broader problem for the consumer , he may do something about it . you all need to go and file a complaint with the california attorney general for what ebay is doing to us , show him this is not the problem of an individual , this is the problem of many many people , we need to complain about the way they are victimizing us 1. they are forcing us to allow them unfettered access to our bank accounts 2. they are holding our money and requiring us to ship items while they play with our money 3. they are forcing us to give refunds / take returns often letting buyers keep items 4. they are forcing us to relist our items automatically , this is a predatory business practice , illegal takings , and purposely hurting small businesses that will not survive these requirements .This is stealing hands down , and if we don't fight it , no one else will

They are not forcing us to do anything.
selling on eBay, or not selling on eBay within the rules/policies/guidelines is a choice that we make.
selling on eBay is not a "right"
The selling venue, no matter which one, makes the rules.

No they don't, you just have to ship within your handling time.
