That's because you are in managed payments.

Managed payments as per current policy, prohibits Bullion, Coins & paper money.

https://www.ebay.com/help/policies/selling-policies/managed-payments-restricted-items-policy?id=5009

I sell mostly silver coins and some other collectables but I am not in managed payments so I can sell freely.

The only restrictions that I know of are for those in managed payments.

It is allowed, just not in MP at this time contrary to any rumor or email that may have stated otherwise. I have never received an email stating that it is or will allowed in MP.

All the big and small sellers who predominately sell  coins and bullion have been not required to enroll as far as I know.

If or when this policy changes, I am sure that ebay will place the information officially on the Announcement board.

“eBay will continue to allow sales of coins, paper money and bullion now and in the future. eBay sellers that frequently list in coins, paper money and bullion will not be required to register for managed payments until these categories are compatible. Until then, there is no action required and sellers can continue to sell on eBay as they do today.” -- Steve Halupka, eBay Rare Coin, Paper Money & Bullion Category Manager

Good luck

Here is a part of a pertinent email I received about selling coins in managed payments:

Sellers in the Coins & Paper Money and Bullion categories will be enabled for managed payments

Starting January 13, 2021, sellers in the Coins & Paper Money categories, including Bullion, will be notified to register or will be activated for managed payments if you’ve already pre-registered. Sellers that are already activated on managed payments may create listings in these categories beginning January 25. Learn more about managed payments.
