Found a SOLUTION, which worked for me! (Note: I processed my resolution through my desktop/laptop, not from my phone).
Initially, I had a problem with the link that I used when inserted into the "Add a link to show the description of the item (optional)" box. Instead, I left it blank and included the link in the dispute description section below it.
Next, I switched from CHROME to FIREFOX, accepted cookies when Paypal prompts you to do so in a pop-up below your screen.
Then, right before the URL of the page, there should be a shield-looking icon that says upon clicking "enhanced tracking protection". Make sure this is turned off for PayPal before proceeding.
After inserting all your details, your resolution should now go through upon submission.
Note: It didn't matter that I had about 8 photos uploaded and super lengthy characters in the description box (I had well over 1000 characters I think). Only these steps above I found hindered the process. I didn't even clear cookies. Also, do not go incognito because this may hinder Paypal's ability to track cookies, which it seems like it is adamant in doing.
