Issues with making and offer and currency exchange

Hi there! 

Does anyone know why eBay started to ask for a payment method and shipping address (probably as a pre-payment) when making an offer? I guess is a way to assure payment with no retractions once the offer has been sent. But for me, as a foreigner person who lives in Mexico and pays in Mexican pesos having this really pose a problem, since doing a transaction with Buy it Now does allow me to log into my Paypal account and chose if i want to either pay with my card's currency or in US dollars, something that i can't get access to when making an offer to a seller. Having the opportunity to pay in US dollar is better, because it's then my bank that does the currency exchange, and not PayPal. That usually saves me from 4 to 10 dollars. 

  

Does anyone know what can i do? is there even a way to choose card and currency when making an offer?

What do you mean  pesos or dollars? Your payment is converted to the seller's currency.

Either way, pesos or dollars, what I mean is that it would be better when making an offer, paypal log in window would pop up to properly select payment method. but in this sense, it doesn't even allow you to chose CC.

I have this exact problem. 

 

You cannot choose your currency when making an offer in the same way when you choose buy it now with paypal.
