So for context, I opened a return question for an item I had gotten in the mail earlier that day that didnt match the description. The seller did get back to me with a partial refund, but I rejected it as I wanted the full amount. After discussing it in further detail with the seller, I asked him if he could sent me another partial refund request but he explained that I would have to do that. However, the case for the return is still open so I cant really do anything at the moment. I'm at loss as to what to do, is there any other way I can request a partial refund from the seller?

Returns, Missing items and Refunds for buyers
If the seller doesn’t send you a label to return in 3 days from the day the return was opened you can ask eBay to step in for your refund. It appears your seller is stringing you along , because they have the ability to send you a refund. So don’t forget to request eBay to step in when the request indicates that you can.

Have you opened an item not as described case? If so, simply wait out the 3 days, then return and ask eBay to step in.
eBay offers you a simple way to handle this. Don't settle for anything less. If the seller wants it back, he will have to send you a prepaid return label.
It would probably be a good idea to cease contact with the seller.

Sellers can only send one partial refund request.
The seller made an offer and it was declined.
Best bet is to follow through with the return process for a full refund.
