ebay charges it's Final Value Fee the minute the item sells. If the buyer never paid, you have to file an Unpaid Item Dispute and close it after 96 hours, and if that happens, you get that FVF credited. You also get the FVF credited if you file a Cancellation.

You're from Sri Lanka and can't legally accept Pay Pal payments so getting paid is going to be a problem.
