I sent a package internationally, tracking shows it stopped somewhere in Pennsylvania

I don't remember the shipping service, but tracking was ESUS..... Is that Ebay international shipping? I had to refund the buyer $65. Any way to get that back?

Did the buyer actually open up an "item not received" case -- or did the buyer simply email you that the item was not received?

I was unaware that eBay had an international shipping center in Pennsylvania.  Can you provide more information on this transaction?
