I’m definitely in the process of seeking legal action against EBay as a seller. The holding funds isn’t ethically. Also they do not go by policy it’s actually discretion.

Maybe they are holding back your payouts because they are asking for proof that you own what you are selling or was triggered by selling higher value items all of a sudden or after a break from selling. There must be more to this than what you are posting here. You may have received a message from eBay telling you why the hold.
We are other buyers and sellers so can only offer advice or suggestions with more information provided by you, we cannot see why the hold on payout is in place or make any changes whatsoever.
Can see that you have sold several of the same items in the past month or so using stock images, which are the same images used by other sellers. That may have been what triggered the hold.

Read over the U/A that you agreed to when you signed on to sell here.Good luck with your 'legal action', make sure the attorney reads over the U/A too.

Especially after your attorney reads the User Agreement and policies on payout holds you agreed to.

It is ethical. Many buyers have been defrauded in the past. Ebay refunded and then they had a hard time recovering the money from the scam sellers. Now ebay is holding the money. Perfect. Keep selling. Keep doing a great job. Pack well. Ship fast. Once ebay realizes that you are a good seller, the funds will be released. Future holds will be shorter or maybe they won't hold the funds at all.
I do feel sorry for the sellers that are selling because they urgently need the funds rightaway.
