I don’t where to ask this, or I don’t understand well

I don’t know what to put this as but, If my bank still say it’s pending from my purchase  and still don’t receive my package and the seller don’t accept my payment do I get my money back or I have to ask eBay to step in, to refund me / to get my money  back,  I understand I sounds stupid for asking this

Go to MY EBAY and see if you actually paid for this item?  It should say PAID.   A seller can NOT stop a payment. When you pay, you pay through Ebay (I hope that you did that) and ebay will take the payment, keep their ebay fees,  keep the sales tax due and send the rest to the seller.  I have never seen the word PENDING with MANAGED PAYMENTS but I have seen it when paypal was used here.

Now , if you did not pay through ebay, you violated ebay policy.  Did you pay through paypal by sending the payment thru paypal to seller's email address?  If yes, this is an ebay violation for you and the seller.  But the good news is... that you sent the payment to an invalid email address if you see the word PENDING.  Go to Paypal, find the transaction and somewhere there , you see word CANCEL.   When you hit the cancel button, the funds will automatically go back to you .   The seller NEVER got your payment because the email address was wrong.  DO NOT PAY this way again.

I use my debit card for this purchase / I pay through eBay I didn’t use PayPal for this purchase I went to my bank app it still say it’s this (pending ) I buy this item on the 23 of this month and it still say the same thing until this day, short story is never had this problem before this is the first time this happened to me and I ask the (community) about a question I think yesterday and I got a answer back. and they say wait until the estimated day and they say the seller might haven’t accent my payment yet or they un active or try to message  the seller the seller isn’t answer my messages if that makes sense and they say ask the seller for a tracking number if they don’t give anything to me or give any information  about my order in less then 3 days ask eBay to step in on day 4 and eBay will refund my money back 

I order the item it was a carbon fiber fingerboard from Germany / the seller is from there if you was wondering..  and i know it sounds silly 

should I wait until the estimated day ? Or what should I do ?

Call your bank, it sounds like more of an issue with lack of funds

If you go to your purchases on ebay, does it show as "paid?"

Yes it does say paid

Good to hear that it says "Paid".  

Now the next thing is:  What was the last estimated delivery date as seen in the listing?

You need to wait for that date before you can take any further action.  You bought on the 23rd, today is the 27th, a little too early to expect anything much to have happened.
