I don’t know what to put this as but, If my bank still say it’s pending from my purchase and still don’t receive my package and the seller don’t accept my payment do I get my money back or I have to ask eBay to step in, to refund me / to get my money...

I ordered a carbon fingerboard I think from Germany or the seller is from there. I don’t know but I don’t get no responses from the seller I even I ask do you ship to the USA and ask a question about the fingerboard and still no answer, I don’t know ...
