I get this error meesage when i'm trying to pay my fees (We're sorry, but we ran into a problem. Please try again.)
and now when im want to relist somethins i get another error(A hold has been placed on your eBay account. Our records indicate that your credit card has twice declined for payment, and/or your account is at least 60 days past due.)Ebay support told that i need to wait technical departmen fix it.What happened?what kind of error is that?

Check your CC expiration date: that some times causes problems.
Also check with your CC...
If you have PayPal you might do a payment through that..

cc is up to date and i have paypal.But i havent an invoice to pay with paypal.There is only a debit card button at one time payment

Since you are in Managed Payments, there is no longer the option to pay your fees with PayPal. They want to take your fees from your payouts, your bank account or a credit card. However, there should be a option on the one time payment page to use PayPal, credit or debit card, or checking account. You are not seeing this page when you use the link on this page? https://bill.ebay.com/billing/selleraccount

Yes i can.Is the same if i write the ammount of my fees?Now on this page the box says 0.00

im having the same issue everytime i go to make a payment it sais ran into a problem and there not charging my bank like there supposed to for my fees
