You need to have a bank account linked to your PayPal account in order to become verified. That will also verify your account on eBay.

On your eBay Account page, under PayPal Account, is there a button or link where is says Verify your PayPal Account? Try clicking on that.

The problem is different. If you try to pay with a card, the same alert appears.
