How do you make a partial refund to a buyer with Managed Payments??

I've asked this question several times in the eBay Community but still haven't been able to find out.

 

Sometimes buyers buy several items and pay multiple shipping charges right away without waiting for an invoice with combined shipping.

 

Before Managed Payments, it was so easy to issue a partial refund.  All I had to do was go to their payment on PayPal and click on the "Refund" link.

 

With Managed Payments it seems like it's now impossible to issue a partial refund.

 

I did an Online Chat with a rep the other day and they said this is the way to do it(see  below), but there must be an easier way as I can't believe this is what they want the seller to do. 

 

Any help would be greatly appreciated.

 

"I'm sorry for the inconvenience but with managed payments, the best way to process the partial refund is to ask the buyer to submit a refund request through a return claim. Once the claim is submitted, you will be given an option to offer a partial refund. Once the buyer accepts the offer, they will be refunded automatically and the request is closed. Rest assured that it won't be taken against you."

All you need to do is look to the left of the order and find the drop down menu, select send refund and follow the screen instructions.  It is very easy.
