How do I set up best offer with immediate payment required? I still do not see that option anywhere.

Immediate Payment only works with Buy-It-Now.

 

eBay is experimenting with requiring some buyers to provide a payment method when making an offer, and sellers have some control over how that works in the Buyer Requirements, but until the experiment applies to all buyers, the seller has no way of knowing in advance which offers are tied to payments and which are not.

To add to what eburtonlab posted. 

 

The seller page for "buyer requirements" is auto check marked to require immediate payment on "offers" for those buyers that are in the "test".

 

Sellers have the option to "opt out". That is helpful when a buyer may be interested in making "offers" on more than one item where shipping could be combined. IPR throws a monkey wrench into that process.
