Back in January of this year I purchased a siren to b fitted on a motorbike. The item was delivered on the systemhowever I never received the item. I sent the seller various emails explaining that I never received the item but they didn’t care. I couldn’t remember what credit card I had paid the item with so was unable to contact the credit card company to ask for a refund. I did explain to the company if they could please send me the item r corded delivery and I have not heard anything and I need help please from eBay..

The ship for eBay helping you sailed long ago.
When an item isn't received you go to the order details in your Purchase History and report you paid and haven't received it yet. You have to make a claim within 30 days of the expected delivery date. You didn't do that. your Money Back Guarantee has expired months ago.

You had 30 days to open an item not received case with eBay.
Failing that, you had 180 days to open a case with Paypal.
Last resort, you can try a charge back with your credit card.
May I respectfully suggest that you read up on eBay's Money Back Guarantee for buyers?
There was no reason for this to have dragged on this long.

If tracking shows it was delivered then you should have checked around your neighborhood or went to the post office to see where it was delivered. It could have been stolen after delivery. Ebay does not cover buyers if proven it was delivered.
