How do I fix this error?

Hi, I'm trying to add an unsupported debit card. I'm way from Russia and I have MIR debit card, I'd like to add that card but through PayPal. After paying, I get this error: "In the current moment, we cannot process the payment with PayPal." Does anyone know how to fix that?

You need to use a card that Pay Pal supports.

I have another debit card but Maestro, It accepts but when I'm paying it tells the same error.

Is it toll free, because calling from russia to usa requires alot of money.
