Help! eBay issued credits for Late "Delayed Express Payouts" that remain "In Progress"

Help! I have two payouts from eBay that have been stuck "In Progress" on a second eBay account I started two years ago (not this account). The account is NOT new and my funds are NOT "On Hold."  Top Rated/100% Positive Feedback. eBay has since sent credits for these LATE express payments. The credits were sent automatically without me contacting eBay about the delay. Interestingly, I never received the standard "We sent your payout" message for these two payouts. 

 

BACKGROUND

On August 25 and August 26 (weekdays/business days) eBay initiated the $122.37 and $146.00 payments to my debit card on file. The status for both as of today, August 30 says "Scheduled express payout" "In progress" and "Payout subtracted from available funds."

 

The day after funds were subtracted from my balance, eBay automatically sent me credits of $1.86 and $2.22, respectively. They're specifically designated as "Express payout fee credit" and [amount] "refunded for delayed express payout"

 

The messages for both payments claim I will receive the payments today despite the delay but the same message has been there since last week.

 

Interestingly, I have since sold a cheap book (about $10) and received funds via a Daily Express Payout. I received the standard "We sent your payout" email and the status in my Payments transaction history reads "Funds Sent."

 

I contact the Help team via live chat and was told it might be a glitch and to wait 3-5 days. 

 

Has anyone experienced this? Has contacting eBay through other measures or contacting your bank helped? Is it possibly related to buyers paying with American Express? I don't know how the buyers for these two transactions paid and I feel it may be unprofessional to ask them how they paid.

Update! I just received an email from eBay with the subject: "Your payout didn't go through."

 

The subhead in the body says "We returned your payout to your available funds."

"Unfortunately, despite multiple attempts, we were unable to send your payout on Aug 30, 2022 in the amount of [amount here]."
"You’ll see the full amount of the failed payout, including any fees, reflected in your available funds."
"You can try requesting a payout again; otherwise, we'll send your available funds to your preferred payment method on file on your next scheduled payout date."
 
I hit the blue "Request Payout Now" button at the bottom of the message, only to be redirected to an error page with the message: "We ran into a problem. Please try again."
