Buyer opened an payment dispute with the reason being: The buyer did not recognize the transaction. The item was paid via eBay managed payments. The item was shipped with tracking which shows it was delivered. No attempted contact from the buyer. Within the dispute, eBay is requesting either provide proof of delivery (which I have) or release held funds to buyer. The buyer has not returned or started a return. Can the buyer start a return if the dispute is not in there favor?
From anyone's experience in dealing with this type of issue, after providing proof of delivery what is likely to happen? Also is this a chargeback? Thanks in advance.

Yes, this is what is called a chargeback.
If you have proof of delivery to the address on the order, you will be covered.
Upload the tracking to the dispute.
The buyer cannot open a different dispute with eBay if this one fails. There is a hierarchy of claims
1) eBay
2) PayPal
3) Credit Card/Bank
A buyer can go 1-2-3 ... but cannot go backwards. Once a Chargeback is opened, the other options are no longer valid.
Before you start calling the buyer a scammer, there may be a legitimate reason for the claim ...like ... a different member of the household used the card without letting the cardholder know .
Also, Some credit card providers will automatically open claims for all purchases during a certain period when the card is reported stolen or missing.
