HELP/QUESTION with managed payments!

With the new managed payments the fees from what I understood would be taken out automatically with every sale you do. I go through my managed payments and I see how much eBay has on 'hold' and it never cashes out that certain amount for me. So I'd assume that's for the shipping and fees, thats fine but then why do I get a eBay monthly invoice that needs to get paid separately? Especially when Ebay is already taking the fees from sales? Is there something I'm missing? Ebay still takes those monthly invoice amounts automatically from Paypal when we have already stopped using Paypal. 

Maybe someone can clarify this before I would need to contact customer service.

Your FVFs are taken out automatically and you can have USPS shipping labels taken out of the funds.

Store subscriptions, FedEx, listing upgrades and odd stuff like that are still billed on your monthly invoice.

It could be all the Fedex shipping labels then. That would make a bit more sense.
