Funds on hold awaiting authentication refund?

A buyer asked to cancel an order but the funds are on hold until the authenticity guaranteed receives the item. He has been sending me numerous messages through my other active listings saying he wants to cancel the order and get a refund before I ship, and so I decided that I didnt want to ship to someone who is already going to make this a difficult transaction and decided to find a new buyer.

 

If I choose “Send refund” it says its going to refund him based on my available balance, but since under my “Payments” tab, it shows the funds are “On Hold” and my “Available Funds” are $0.00, does this mean they are gonna charge the amount on my card? I do see the funds under “Your Total Funds” at the top though.  Would it deduct from this?  How do I deal with not having to ship to the authenticator to release the funds and refund the buyer instead, so they can release the funds back to the buyer without having my card charged for the amount while its on hold? Do I need to wait until he opens an “Item Not Received” case for me to choose the refund option or would choosing the “Send Refund” option on the listing right now issue him the refund and deduct from the funds that are on hold?

@kensgiftshop so if my assumptions are correct, when I choose to send him a refund now, the funds that are currently “on hold awaiting verification from authenticator” will be used to refund the buyer for the same transaction and not from my bank account and I won’t have any obligations to still ship out the item to the authenticator after I refund correct?

Those funds are being held and nothing can be done with them until the hold is released.

You have to cover the refund.

When the buyers payment becomes avaliable, those funds will be sent to you.

No, if you refund the buyer, you don't have to ship the item.

@kensgiftshop The funds on hold will never be released to me then because the payment on hold will never be available if I don’t ship.


There’s only 1 way for the payment to be available and that’s when the authenticators release it upon item verification.  No shipment from me = no verification = no released funds. This is different than the usual 15 day hold, this is with eBay’s Authenticity Guaranteed program.  

 

It seems like I’m paying him the refund from my own money, but then I’m never going to get the funds on hold released to me unless I ship to authenticators for verification for them to release funds.

I think that's why you're getting the error message that you can't cancel. Once you declined, you can't undo it to accept the cancellation request.

I would just hit the full refund. Iv never declined a request to cancel on an item that hadn't shipped.. so no idea on where the funds would come from.
