This morning I made full payment on my November invoice for eBay fees.
Now this evening, it appears that I have been charged again... giving my account a credit balance. Bottom line... my payment was credited once this morning... and now appears to have been credited a second time in the same day.
Now... again... we're blocked from contacting eBay Customer Support by telephone. What gives??

As I had a balance due early this morning, the system allowed me to make a "manual" payment for my November invoice charges.
Later in the day, eBay then processed a second "automatic" payment... creating the credit balance. Unfortunately, Customer Support (chat) could only refund the portion of that credit that had not been used since Dec. 1.
Previously (before "managed payments"), the eBay invoice system wouldn't permit a manual payment to be made if an "automatic" payment was already in process. So much for that...

After waiting 3 days for my refund... I figured I should find out what happened. I've now been told that it takes 2 weeks for the credit to be returned to my bank account... and that it won't happen until after Jan 1. They can pull the money from my bank account within 24 hours... but can't put it back for 2 weeks... or more?!! And we're supposed to accept this??!!
