Ebay sending less money on my payout

Month ago I had a trouble registering for managed payment. In a meantime, a buyer bought my item (for 3,500$). Because I was not eligible for managed payment the money never arrived on my account. So, I sent a message to buyer to cancel the order or ask for a refund because we can not complete the payment. He did, case closed.

 

Couple of weeks later, i finally managed to register for managed payment and sold another item for 2,300$. Item shipped, payment complete, all good. Now, ebay sent a payout for the same order but with some 500$ missing. I contacted ebay where's the rest of my money and they said they had to take a portion of it to refund the previous buyer!! They are taking away my money and refunding the buyer for the money i NEVER recived in the first place, because i was not eligible for the managed payment at that time!! Why the hell is this happening? 

 

Anyone had a similiar experience?

MP will take out any FVFs you owe Ebay from the buyer's payment as well as shipping charges if you printed your shipping label through Ebay.

 

You can see exactly what they withheld by going to your Seller Hub.  Hover over the Payment tab.  From the drop down menu select Transactions.

 

Lots of other details are there too.  Play around a bit.  The Summary is a helpful tool too.
