Ebay charging twice

Ok just woke up today to find that eBay charged me again for an item I bought several days ago, this is not a charge hold (since the original charge already cleared before this new one showed up), it has the same order number and charge amiunt and everything, what is going on here and how to fix this?

Contact your financial institution that is showing that second charge and ask them about it. Chances are, they haven't updated what you are viewing.

That's just it, this is not an update issue, checked my bank yesterday this charge did not show up, this charge just showed up today on a charge that was collected several days ago, this is a new charge from eBay.

There's not much we can do here except advise you to contact eBay customer service and/or your bank.

Contacted bank they said get hold of eBay, eBay says contact bank, but something is not showing up right already twice the order amount was removed from my account and eBay even says I was given a small refund on order which has not shown up.
