Ebay Gift Card Error "Please check your payment details or use a different payment option."

So this is been a problem with ebay for the past few weeks. I'm trying to use a $50 gift card I redeemed and never had issues with it for the most part until recently. The orders won't be taken unless it's paypal or with a credit card.  I'm not sure if it has to do with adding tax sales for every order that was added this month or what. But I want to use the balance I have on this card that was never used.

To use the ebay gift card, you must have a Paypal account, and you select that when in ebay Checkout.  Then you scroll down and enter the 13 digit code into the space provided, and then if you need to use a credit card for the balance you can do that as well.  You can only ship to an address located in the USA.

That doesn't work. If I use paypal, it won't let me enter the code for the gift card. And I'm just buying stuff like toys and videos within the country.
