I cannot figure out what eBay wants from me. I've given them all my info. (Info which was good enough for Etsy, Paypal, two different credit card processing companies, and my bank.) I've uploaded my letter from the IRS giving me an EIN. I've uploaded my certificate of organization from the state. I've uploaded my sales tax permit from the state. All rejected.
I called and the person I spoke to didn't know. She said they would only accept my business license, but I'm not required to have a license in my state, and it's honestly a little shocking that ebay wouldn't know that not all states require licenses. There's literally no license to have in my state. I couldn't get one even if I wanted.
What are they looking for?!? Or is this just a ploy to keep my money forever? Ebay's starting to feel like a giant scam at this point.

The lady on the phone acted like my EIN being from 2005 was some sort of issue. Um, yeah, well, you don't need more than one. The one issued in 2005 is STILL GOOD. But she didn't understand enough English to be able to clearly explain the problem.

Sorry, I thought the subject line of "documentation for new payments" would have been enough context. Ebay is changing to a new payment system ("managed payments"), at least in the US, where they collect the payments rather than just routing them through paypal. They keep asking me to provide more information, but I cannot figure out what they want from me because, at this point, I've provided them with everything the government requires of me to operate a business - information that's been enough for the last 16 years, for 4 or 5 different financial institutions, and for the IRS.

You're probably going to have keep trying the call backs until you get a hold of someone that knows what they're doing. You can try joining the Managed Payments board and see if there is any help there. And yes, eBay will hold your money forever if you don't get verified.

It says it isn't available. (call back) I put my shop into vacation mode because, sorry, but no I'm not making ebay money if this is how they're going to behave.
