Some times my credit card didnt accept can anyone explain?

According to the Sri Lankan Central Bank, because of a shortage of foreign currency reserves, many banks in Sri Lanka are blocking transactions that are in foreign currency, such as when you try to pay directly with a credit or debit card through eBay checkout.
You can use a PayPal account to pay with your card, because PayPal converts the currency and charges your card in the local currency (rupees)

The problem is with your bank so you need to contact them directly.  Please also review the link below which explains this in more detail.

I'm a US seller and buyer, and right now the ebay system cannot update my credit card. I've even spent 40 minutes on the phone with ebay just now, and they have not come to any solution. Same old credit card i've been using on ebay for years, and the card works fine all around town, so I know it's not a problem with the card itself. Terrible! Good luck to you.

Unless you are actually located in Sri Lanka, your issue is different than that of the original poster.
