Card unable to verify for offers

For the past few weeks, every time I've tried to make an offer for an item, my card has been declined with the "We couldn't verify this card. Please select a different payment method" message. My card info is saved to my account and computer, and it works fine when I buy something at full price, just not when I try to make an offer for something. Does anyone know how to fix this?
