You have to contact the payment service your using. As a new user on eBay, your payments will be held for a time. If it's an eBay hold, you will just have to wait it out.
Verifying your account won't make payout holds end faster. If your payouts are on hold it is because you are either new to selling or an infrequent seller.
Either way you will still have to wait up to 30 days before you get your earnings.
I am having the exact same issue, Ebay! I was given the option to take a payout- but I just went over the 600$ margin with latest sale. Before money could arrive. As it happened my bank account by itself was nearly empty. Now the red bar says: "Your payouts are on hold because the payment method you have on file could not be charged for any outstanding selling costs. Please add one to get paid." Even though they have been deducted from the total earned. Before money could arrive. Please HELP!!! I literally just had the option to finally take a payout before my latest sale... -_-
