What is the reason that ebay is not accepting debit card transaction?

You are in Sri Lanka and there are issues with the banks in your country not allowing you to spend outside of SL.

Buyers in Sri Lanka having problems paying using a debit card should contact their bank:

Contact your bank or card holder. They can explain.

It's your bank in Sri Lanka that is blocking the payments, contact them.

I have already contacted the bank. They told me that there's no issue with my bank account and there is a daily limit in LKR. 50 000.
