If you are having problems paying for the items you ordered, you need to contact your bank or card holder.  This is not an Ebay issue.  Your bank or card holder can explain and help you.

Foreign currency reserves are depleted.

Tourism is wiped out there and because of that there are few tourists visiting and exchanging their U.S. dollars for rupees. With no more billions of  U.S. dollars flowing through the SL banking system your country cannot pay for imports of necessities like fuel and medical suppies, thus your banks are limiting foreign transactions. 

Call your bank because that's who is blocking your payment.
