Cannot Purchase on ebay "please check your payment details or use a different payment option"

I need to buy a Christmas gift that's out of stock on amazon, I don't use ebay much but I have an account, I tried to buy the item but it says:

" Please check your payment details or use a different payment option."

My cards work on all other sites, ebay is the only problem. 

I have spent hours on the phone to eBay, in Ireland but mostly in Thailand and they haven't solved my problems it's unbelievable.

One said "try again in 24 hours" another r "try again in 2 to 3 hours " I did and it didn't go through, I called again and the final one said" specialists will take a few days to review the case"

Ludicrous

What if my item goes out of stock while I wait? EBay is pointless honestly, they used to be decent but amazon is better in every way

My PayPal (which I barely use) didn't work either on ebay.

Any advice? Thanks
