Buyers can’t cancel orders but they can request you do so. Just go into the sale and the drop down menu on the left will have the cancel option. Choose buyer asked and submit. Buyer is automatically refunded.

They're not automatically refunded if there's no payment method attached to their account for seller fees.
You're talking to a Sri Lankan who hasn't sold anything to refund. Cancelling/refunding the transaction is easily found in their seller hub if they have a sold item. They don't. They ask hypothetical questions thinking it gets them brownie points on eBay.

You can cancel the order ,eBay will give to funds to buyer from your funds

If you have funds available, if not, you have to cover the refund.
