How do I get this as an option? Buyers pay to my PayPal account, so I have a balance and can then spend it or send to my bank

It doesn't work that way anymore.
In eBay Managed Payments buyers choose to pay for the ways offered by eBay.
eBays payment processor (no longer PP) handles the payment.
Generally processes and is ready for a "payout" in 2 days. Sellers choose their "payout" schedule.
"Payout" is made to your attached checking account. Time of availability of the funds in your checking account varies from bank to bank. My CU has the funds available a few hours after "payout" time.
You can opt for "spendable funds" which allows you to use your funds to purchase on eBay.

No, sellers can no longer get payments through Pay Pal.

You can't get that as an option.
Instead of receiving it in PayPal and transferring it to a bank account, you must receive it in a bank account and transfer it to PayPal.

A buyer can pay using their PayPal account. However, the funds will go into your ebay managed payment account & then in turn go to the financial institution you designated when creating the ebay managed payment account. The funds can no longer go into a seller's PayPal account.

Have you signed up to be a seller? You have items for sale, so logically speaking you should have signed up to be a seller. Did you read about the seller payment system on this site? If you did, you would know the answer to the question you ask. So clearly you didn't. I would strongly encourage you to read the policy that governs how YOUR money is processed. That is extremely important info for you to be completely on top of.
