You can after you link a checking account for payouts.

Never mind about the checking account needed for payouts. I see you are in Morocco and a Payoneer account is needed for payouts.  After you have successfully linked to Payoneer and eBay says you're  all set then you will be able to set up Express payouts, but not with a prepaid debit card. It has to be a debit card linked to a checking account.

The payout method in that thread is for sellers in the US, Canada, Australia or the EEC, who receive payouts to a bank checking account. It says that if they have a debit card for the bank checking account where they receive payouts, then they can have the payouts sent to that checking account on demand, for an extra fee.

It says "Most sellers*...", and at the bottom of the post:

*Seller eligibility may vary.

Sorry, it doesn't apply if your payouts are sent to a Payoneer account.
