This applies to buyers outside of the US.
When you pay for an item using Paypal to check out you are given the option to select your currency (USD vs local currency). If you choose USD for a USD card your bank will use the official exchange rate. If you choose local (paypal's fraudulent default), paypal will use a higher rate to cover unnecessary currency conversion costs.
Now that best offers are automatically paid, it uses the paypal default currency.
In my case it works out to about 5%.
So if a seller negotiates your best offer for a $1000 item down to $950, you saved $0 and the seller gave the $50 discount to paypal for no reason at all.
PLEASE FIX THIS.

The answer from ebay is - NO. You as a seller 100% control that via your seller payment requirement settings & can fix that by removing the instant payment requirement from your seller account.

I am posting from a buyer's perspective.
The problem is not the instant payout because if you buy it now the paypal checkout screen gives you currency options.
The problem is not being able to see the same paypal checkout screen when making offers even if you want it to pay instantly.
