@mahsura-11, you should check previous questions and answers before you start a new question. This has been explained dozens or hundreds of times already.
If you're trying to use a debit card from Sri Lanka, there's a notice on the Central Bank of Sri Lanka website, that says they are allowed to be used for foreign transactions, but that some individual banks have limited their use for foreign currency transactions.

If that's the issue, some people from Sri Lanka have reported that they can use the card through a PayPal account, possibly because PayPal converts the currency, and charges the payment in the local currency, rupees. Or, you can try a different card.
