Contact your bank. Your government says at times some banks in Sri Lanka will be limiting foreign transactions.

Contact your bank or card holder.  This is not an eBay problem. Your bank or card holder can better explain and help you.

Don't be too sure. While it is possible it's a bank problem, I've seen and experienced enough evidence that it is likely an eBay problem. Haven't been able to buy stuff from here for a week, but any other site I try work just fine.

I will respond to this although you tagged ckimodog.

We are sure this is not an eBay problem. 

If you have been on the Payment board you will know that when Sri Lanka defaulted on loans to China and their country fell into economic crisis two years ago that their government reported on their government's website by the CB Minister of Finance  that due to low foreign reserves that at times some banks in Sri Lanka will be limiting foreign transactions. 

 

That means they will deny or not allow  foreign purchases that need to convert to US dollars. They are trying to keep the money in Sri Lanka. This has been an ongoining problem for two years now.  Most of the 'buyer can't pay" posts are from Sri Lanka.

 

Others from Sri Lanka says there's a hundred dollar limit with some banks there and others have reported Sampath Plc and Hatton National Plc don't  limit payments.

 

The OP needs to contact their bank and see if their card for one is enabled for International online payments and two, what are their limits.

I now see OP is from Sri Lanka. I stand corrected, on this particular case.

I have seen posts of people having problems with prepaid debit cards like myself and ebay telling them it is a technical issue they're trying to fix.

What's really messed is Sri Lankans need to pay right away instead of waiting until the last day to pay in case it happens to be a day when banks are limiting payments. You don't  know if your payment w8ll be declined until you try to pay. Then there's the danger of them getting an unpaid strike if their bank doesn't  enable them to pay right away.
