It's your bank in Sri Lanka that is blocking the payments, contact them.

Contact your bank. There are most likely restrictions on the use of your card. Neither EBay nor we have an answer for you, we don't have access to your account info.

You need to contact your bank or card holder.  They can explain and help you.

Some banks in Sri Lanka limit foreign foreign transactions when they're  low on foreign reserves. Others have reported that Sampath Plc and Hatton National Plc don't block. (You might want to open an account with one of those banks.)
