Buyer doesn't recognize the payment

Sold an item on the 5th Jan.Item delivered on Jan 10th.On  Feb 5th buyer files a payment not recognized and eBay puts a hold on 86.00 for 2 to 8 weeks or maybe longer.Have all the info on shipping,item number etc.Is this a scam and if not why is Ebay allowing this.

eBay cant stop a buyer from filing a claim with their CC.

That should be fraud.Since item clearly shows delivered to the address provided by the buyer.Buyer did not report item not received and waited almost a month to file this claim.

CC claims are unfortunate, but as long as

1. you shipped to the verified address
2. provided tracking AND it shows delivered on time
3. did not deny a return request/damage claim, even buyers remorse

then generally you are covered by ebay seller protection, you just have to wait it out could take as long as
3-4 months 

**if you denied a return request (for any reason), then you are out the item and the money (game over)

It is a dispute from the buyer with their bank using their credit card.

You can respond to the claim stating the tracking and such and downloading a photo of something to respond to the bank in eBay. Do a draft of how you like to respond in a businesslike form since the bank will be the one reading it...need to download a photo of something for this to go through.

Usually takes a week or so for the bank gets back to you in eBay.

It's really hard to win these disputes but you can try.

Did you try emailing the buyer as well?

you do not have to do anything like that at all. "provided" all rules were followed, hence my above post.

ebay goes to bat for you and if you followed the rules and did everything correctly on your end then you are protected regardless of the outcome.

the person "not recognizing the charges" then becomes a matter of "fraud" and you are covered for that, it then becomes the problem of the payment processor and the creditor/the (buyer) ends up with a (internal) ding on there credit history for the claim. It happens whenever you "say" you lost a credit card or it gets stolen or if your account info was hacked, etc, etc. If they file repeat claims then eventually it's the same as having bad credit they are wise to people doing this.

IF you did not follow the rules, then you are out of luck all you can do is "ask" them to return it and we all know that isn't going to happen.

Buyer says they received item and never made any such request or questioned the payment.Now what to do.Something is very wrong here.Ebay can  see the emails and response from buyer.

When eBay notifies you that payment has been made and informs you that you need to ship the item you must accept on faith that eBay verified that the Credit Card Charge is legitimate.  You have no knowledge of the Credit Card Number, the Bank who issued it or the name on it.

 

When a Charge Back is because the charge is not recognized, it is eBay who should fight this and accept the consequences of the Banks decision, not the seller. 

 

Seller should not even be involved.  Seller had no part in the payment arrangement or approval of it.  It is eBay who authorized the Credit Card Charge and charged you a Fee to arranged the payment.

Yep.I agree with everything you just said ,but sadly it didn't work that way in this case.Ebay put a hold on the funds,decided with the card issuer and said that I would not be penalized and that I would have the funds released.It never happened.86.00 bucks went to someones else's pocket and not mine.
