I sold alot of four CDs a few minutes later the buyer cancels the order because of wrong shipping address. I cancelled the order and the money was successfully refuned to the buyer and the item is relisted a few hours later the same buyer buys the same item again. There are two payments of $30.00 ($60.00) being processed in my eBay account. If the first payment was refuned then why is it still showing up under the eBay payments? Thank you!

Buyer REQUEST a cancellation, ONLY sellers can actually cancel the transaction.
OH I see why you are confused. First, you are fine, it is just how MP processes stuff.
When someone pays you and then notifies you they need a cancellation for whatever reason they may have. The money they paid you with is sitting in your Processing/Pending funds. But when you refund that buyer it comes from your Available funds.
So you have already paid your buyer back. Both payments, the 1st and 2nd will come to you. The 1st one to reimburse you for the refund you processed for the buyer and the 2nd one for payment of the new order.
I completely understand why you were confused. When this first happened to me it took a moment to figure out what the heck they were doing.
I hope this helps.
