Why is ebay not  accepting my debit card  payment?

I'm not expert, but a few weeks ago my payments started getting blocked on PayPal.  A nice chat CSR helped one go through.  Subsequent ones all say "we can't confirm it's you" or something like that.

Literally hours and hours wasted on the phone and on chat and I get a different story from every CSR I communicate with.

I have not changed anything at my end.  14 years, same name, same address, same Visa debit card, but now PayPal says I must link a bank account.  My issue: sorry, but safety and security is more important to me.  The more places I spread my personal information around, especially bank account info, the less secure I am.  That's just cold hard fact, and a 100% deal-breaker.

I'm looking into alternate payment systems, but they all seem to ask far too much prying information, so I'll live without ebay.

Other online marketplaces aren't anywhere near the hassle.

eBay accepts debit and credit cards, and you've used the card before so I'm assuming it's enabled for online purches. Try another browser.

If that doesn't work contact your bank because the problem is your bank is blocking the payment. I'm sure you're aware Sri Lanka is very low on foreign reserves. Your government has stated that at times some banks in Sri Lanka will be limiting foreign transactions. BBC news reported  banks in Sri Lanka are collapsing or on the brink.

The OP is paying with a debit card which can't be attached to PayPal since their country doesn't allow that, however, they do allow Sri Lankan citizens to attach a credit card to PayPal. So a nice eBay rep wouldn't be able to help them unless it was a credit card they were trying to pay with.
