Autopay

Just got off the phone with customer service and they confirmed that ebay gift cards can only be used on Buy it Now items. If sellers use the autopay feature you do not have the option of using your gift cards.

Imagine having a restaurant gift card and when you try to use it they tell you that they just changed their policy and cards not allowed on certain days, I know coupons have those restrictions but gift cards are supposed to be treated as cash.

It seems illegal to change the terms after the fact but this is essentially what's going on. Contacting the sellers has been frustrating because they are unaware in some cases this is happening.

Years ago ebay stopped coin purchases with their gift cards now this, Im afraid Im going to be stuck with many gift cards and too little choices on where to use them, ebay benefits nicely from this dilemma.

Your analogy isn't quite correct. 

You're eating first and then discovering they don't  accept gift cards when you pay your bill.

On eBay you discover that before you bid or make an offer.

If you see a payment method is required prior to bidding or making the offer and a gift card isn't  accepted then back out. Contact the seller and ask them to go to their buyer requirements and edit that requirement to not require because you want to pay with gift card.
