When I try to sell something on Ebay,wants me to fill my details in and each time that

What details do you mean? Do you mean your SSN and bank account info? Yes, eBay requires that you enroll in Managed Payments before you can list items. It has to do with paying taxes on the proceeds of your sales.

You should sign out and go to  ebay.co.uk and ask there.

They may ask you the following questions.

How long has it been since you sold something?

Are you in Managed Payments? 

Are you a registered business owner and your license is current?

Have you linked a checking account for payouts and a payment method for seller fees that aren't taken from your payouts?
