My bank statement keeps getting rejected and I have submitted it multiple times.
I was able to get a chat agent on a little over a week ago and they said the auto reader isn't working for my statement and would have someone manually review it within 24-48 hours.
This was over a week ago and nothing.
I have tried to reach this department again and every time I do, the wait time is between 5-9 hours per the transferring rep. No way to get a call back either.
I get that staffing is reduced due to Covid, but this is ridiculous.
I have nearly $300 on hold.

You must ask for an account specialist or a managed payment specialist to find some one who may be able to help you when contacting ebay.

Have you tried clicking on the telephone icon on the right hand margin of the Payments>Summary page to request a call back? Right now it is displaying a 112 min wait for a call back. I have had some luck getting shorter wait times first thing in the morning.

If not sure if it's the same with the phone, but on chat, they have to transfer me.
Is this 112 min wait for managed payments?
This wait time has been excessive ever since the new year started.

Yes, the call back will be from Managed Payments customer service. I have never experienced the need to be transferred to another representative. Occasionally, I have been put on a brief hold while the representative checks with another managed payments team mate for clarification on something in question.
The wait times have been excessive ever since eBay started the large number of Managed Payments enrollments last summer. It is obvious eBay was not prepared for the customer service demand and it is equally as obvious that little, if anything, has been done to improve the situation.
