Hi i contacted a seller and offered to buy an item and they sent me there bank details, i said can i pay by pay pal and they said they dont have one but to put the ebay reference number down on the transaction am i being scammed?

Yes, the seller sees that you are a new buyer and is trying to pull a fast one on you. First, all sellers on eBay.com must take PayPal. 2. It is against policy to pay off eBay. 3. You would have no buyer protection if you paid off eBay. If fact the seller could just keep your payment and laugh at you when you asked where your item was.
Bottom line, don't do it, in fact I would stop communicating with him and report him to eBay here: https://www.ebay.com/help/action?topicid=4022 for violating eBay policies.

If this is a European seller, and you are trying to purchase from one of the international Ebay sites, you MAY be being set up for a scam. Bank transfer is common overseas, and on some Ebay international sites it is an accepted payment method, however I don't think there is any buyer protection.
If it is a US seller, you ARE being set up for a scam. Person to person bank transfer is not an accepted form of payment on ebay.com, and if you go through with it you are going to be royally screwed.

More than likely because of Managed Payments limitations, it looks like they
have added more payment options for US sellers in approved categories.
