Account Verification issues with new Personal ID

So I was told by eBay at the end of last month that I had to suddenly verify my account to continue selling and release what funds I do have. I sent in pictures and was denied because my ID was out of date, fair enough. I got my ID renewed and waiting for it to come in the mail and it finally arrived on the day my account got restricted. Uploaded the pictures of the newly acquired Personal ID, with the newer design and eBay is telling me it's not a valid form. When I chatted with a representative they told me they had supposedly fixed the issue but to give it 24 hours to show the change and to reply to the restriction notice letting them know of the change. So I did this and got a response basically telling me there is no change, didn't understand my issue with their system not recognizing my ID and told me I needed to upload pictures of my ID... does anyone know anything about this?
