I returned the wrong item and seller agreed on a refund. So he said he only returns to e bay. I have a PayPal account witch I used to pay it. Whom or what person or department do I call to check the sum of that return? How do I bring up my account with e bay, I do have a pass word.

The seller would have to refund to however you paid. That's the only possible choice.
But I feel like I'm missing something here. If you paid through PayPal, then the refund can only be done through PayPal. And you should easily be able to see that. He cannot refund anyother way.

If your seller issued the refund, you should have gotten an Email from Ebay notifying you that the refund was on it's way. It would tell you how much it was worth too.
When a refund is issued by a seller, the seller has no control over where that refund goes, but Ebay does and it ALWAYS goes back to the source of the payment. So in your case it would have to go back to your Paypal account.
Now if you used cash in your Paypal account, then you could log into your Paypal account and see if the refund is there. If you used a credit card but had it processed through PayPal, you will need to look at your credit card site to find out if it is there.
Now one thing I don't understand, if you returned the WRONG item to the seller, why would they refund you at all? Or did you mean that the seller shipped you the wrong item and you returned it?
You can also look at your Purchase History. If a refund was issued, it will be noted on that purchase record.
Go to the top of an Ebay screen where you search listings [not here in the community]. On the upper right side hover over the down arrow next to the words MY EBAY. From that drop down menu, select Purchase History. Find the item you purchased and see what the records say.
If you are still not finding that your seller refunded you, you need to contact Ebay.
