I was wondering how many times Ebay relists for free. I notice I am being charged $.30 for items that haven't sold. If an item doesn't sell after 90 days? Thanks in advance.

If you have 250 free insertion fee listings a month, each Buy it Now listing is for 30 days then they relist. If you are at your 250 free insertion listings and one ends and realists then you will be charged an insertion fee for that listing. You currently have 295 active listings.
Some categories don’t qualify for free insertion fees.

Good 'Til Cancelled listings are fixed price listings that renew automatically once per calendar month. We charge an insertion fee and applicable optional listing upgrade fees when you list your item for the first time, and each time it renews. These listings count towards your monthly zero insertion fee listings. Fee amounts are based on the terms in effect when the listing goes live and when it renews.

You mentioned a 30-cent insertion fee, which means you have a store subscription at the "Starter" level.
Each month, sellers who have a "Starter" store subscription (or who don't have a Store subscription) get 250 free basic insertions. Those can be used for new listings, for relists, or when your fixed price listings roll over.
Each of your listings rolls over every month on the same day that it started-- for example, a listing that starts today will roll over on November 27, December 27, January 27, etc. Each time a listing rolls over, it uses one of your free insertions for that month.
