Your listing limits are based primarily on your selling history, including feedback, lack of buyer complaints, and use of your existing limits. You can read details here:

Doubtful that eBay will be increasing your limits on the basis of a few sales.
BTW, how much money are you making on items being listed for 99 cents with free shipping from Sri Lanka?

Hi Pawnisa
It appears you may have sold only 2 items and the first item was not paid for because the buyer was suspended. Have you been paid for the second item? If you've been paid then that counts as a sale, so really you only have 1 sale. You've got to do better than that if you want you limits increase. You are selling items for 99 cents after shipping costs and ebay fees you're going to wind up owing money to Ebay. That's not a good selling platform. Plus you are selling hair ties, but you have six different pictures of the hair ties. Which one does the buyer get? Do they get a choice or do you just ship them whatever?
You really need to work on your shop a bit bitter. Plastic head wreaths and hair ties are not going to make you much money if any. Your items aren't making you any money, so Ebay will not increase. You have also asked this question several times concerning increases. Go back and see what people have advised you to do to increase your sales and income.
I wish you good luck.
